If there is anything I end up repeating more than anything is that a good link partner is not just someone that will exchange links with you. A good link partner is any site that has valuable content that could be beneficial to your end user. A nicely organized set of links pages to various local businesses or industry related topics is always of more help to your visitor than some mile long page of 'interesting sites' that have nothing to do with why they are visiting your site.

A strong links page will undoubtedly show them that you are the expert in your field and have more information to offer across your industry than any of your competition. BTW - Google likes it when you are getting linked to by industry related websites that share like content and similar types of visitors.

Don't just send out spammy link requests. Put a little time and thought into your email and let the other webmaster know that you want them to be a resource to your visitors and not just some site in the links pages. It will payoff in the long run in good rankings and pre-qualified traffic from your referrers.
